The Pastors' Declaration on Border Security and Immigration Reform was coordinated by Houston Area Pastor Council, founded in 2003 to provide a local, grassroots model of pastors standing together for Biblical righteousness and justice in society and government. HAPC has become a model for other cities, resulting in associated Pastor Councils in Austin, Beaumont, El Paso, Sacramento (CA), leading to the development of the Texas Pastor Council and U.S. Pastor Council.
